DRC stands for Application for Duplicate Registration / Deregistration Certificate i.r.o. Motor Vehicle. If the certificate has been lost, stolen or destroyed, this is how you apply for a replacement.
The form notes that acceptable identification of the title holder is essential — including that of a proxy or representative where an organisation is involved.
